Starting at ArcGIS Enterprise 11.1, workflow items can be optionally upgraded before being accessed by users. This offers Workflow Manager administrators greater flexibility to schedule their workflow item upgrades at a time that doesn't affect their users ability to complete work in the system. When workflow item upgrades are available, a notification appears in the Notification Center for the workflow item owner with sufficient privileges informing them of the available upgrade.
